How can I remove dotted outline from all system?

On every OS that I have ever used, something bothers me a lot, regarding visual. As I use the system, out of nothing dotted outlines appear.



See the picture below. When I drag these two files the dotted lines show up.

Is there a way of removing this on Linux? I know it is useful for those who need accessibility, but I simply don't want it activated. When I edited GTK files in the Yaru theme folder (I use Ubuntu 18.10) located on /usr/share/themes I managed to work around on a good portion of the system and the dotted outlines didn't show up as much as earlier. But as I drag any files or click on somewhere else on the OS it appears again out of nothing.



If there is a way of keeping the normal selection, completely without the dotted outlines, good. I just want to remove the dotted outlines, if possible.
