Ubuntu 18.04.2 LTS Server Install Reboot stuck

I installed ubuntu 18.04.2 LTS server the other day but I haven't been able to get it to all the way reboot.



The first time I tried it got stuck at the "cloud-init" for over 2 hours, until I hard shut it down. Then the next time I tried to start it, it got stuck at:



"started daily apt upgrade and clean activities"



Does anyone know what the issue might be? Or is there an earlier version of ubuntu that's less prone to bugs like this?
