CPU usage dramtically high

I have problem with CPU usage in Ubuntu 16.04, the process unity-setting is automatically starts(recognize using "top") and CPU usage >100% and when I kill this process it regenerate's with new PID. I restart the system but again same problem. At startup system is much slower and hang at that.
and also when I try to start Firefox/ chrome they also use> 100% CPU usage and stuck on that.
