Ubuntu broken dpkg blocks to install or repair system

I tried to install a soft on my Ubuntu. But installation was interrupted with



Processing was halted because there were too many errors.
E: Sub-process /usr/bin/dpkg returned an error code (1)


The issue appears in any try to install any soft. Stack trace is so long that I cant find beginning. To get more details I tried interrupt process, so most interesting part is below:



$ sudo dpkg --configure -a
Setting up python3 (3.6.7-1~18.04) ...
running python rtupdate hooks for python3.6...
^CTraceback (most recent call last):
File "/usr/bin/py3compile", line 290, in <module>

P.S.
I tried some recommendations to fix the issue, like



sudo dpkg --configure -a
