can not connect minecraft client to minecraft server over Lan

Minecraft 1.13.2 server installed on up to date 16.04 system (server 192.168.1.3) also opened up port on ufw 25565. installed minecraft on same system and joy joy it works.... now installed minecraft client 1.13.2 on an up to date 16.04 system (192.168.1.4 client system) this will not see or connect to 192.168.1.3 with the minecraft client software.... it does work with the other servers in the world but cant connect to my server... i have NFS, SSH, FTP and varrious other things running on the server that all work and are usable from the client at 192.168.1.4. what am i missing im about to loose it.
