How do I get F-keys with modifier keys such as Ctrl-F2 to work with byobu over ssh?

I have switched to Kitty from Putty in order to fix the arrow keys not working and I have set it to use Terminal->Keyboard->Function keys->Xterm R6 to enable function keys at all.



This leaves me with one last hotkey issue which is that I cannot use Shift, Alt or Ctrl in combination with function keys. From other older threads I've seen some say it was likely impossible at the time using Putty/Kitty.



Is this still the case and if so, are there any other Windows SSH clients where this is possible?
