What are the tools to make a connection between Android and Ubuntu?

What I want to do is to write a web app for Android and website for displaying on Ubuntu. So, it should look something like a kiosk on Android, and a website on Ubuntu.
For example, there is a button on Android screen with a name of some website. I press it and it opens on Ubuntu in chromium browser. I know that this is possible. But can I actually control the actions on that website (scrolling, etc) from Android device without displaying it on android?
Sorry if the question looks strange, but I do not know how to put it in other way. Thank you in advance.
