Mysql Failed to set up SSL because of the following SSL library error
.everyoneloves__top-leaderboard:empty,.everyoneloves__mid-leaderboard:empty,.everyoneloves__bot-mid-leaderboard:empty{ margin-bottom:0;

Getting the following error:
Failed to set up SSL because of the following SSL library error: SSL context is not usable without certificate and private key
2019-04-30T13:40:09.359175Z 0 [Note] Server hostname (bind-address): '109.-------'; port: 3306
2019-04-30T13:40:09.359189Z 0 [Note] - '109.-------' resolves to '109.-------';
2019-04-30T13:40:09.359224Z 0 [Note] Server socket created on IP: '109.--------'.
2019-04-30T13:40:09.359245Z 0 [ERROR] Can't start server: Bind on TCP/IP port: Cannot assign requested address
It looks like there's an issue with MySQL being unable to bind to this port.
When I run ip -4 a I get:
ip -4 a
1: lo: mtu 65536 qdisc noqueue state UNKNOWN group default qlen 1
inet 127.0.0.1/8 scope host lo
valid_lft forever preferred_lft forever
2: eth0: mtu 1500 qdisc pfifo_fast state UP group default qlen 1000
inet 46.------/18 brd 46.101.------ scope global eth0
valid_lft forever preferred_lft forever
inet 10--..0.5/16 brd 10.--.255.255 scope global eth0
valid_lft forever preferred_lft forever
And when I see if theres anything hogging the port I get:
Active Internet connections (only servers)
Proto Recv-Q Send-Q Local Address Foreign Address State PID/Program name
tcp 0 0 0.0.0.0:22 0.0.0.0:* LISTEN 1492/sshd
tcp 0 0 0.0.0.0:25 0.0.0.0:* LISTEN 1959/master
tcp6 0 0 :::443 :::* LISTEN 1641/apache2
tcp6 0 0 :::80 :::* LISTEN 1641/apache2
tcp6 0 0 :::22 :::* LISTEN 1492/sshd
tcp6 0 0 :::25 :::* LISTEN 1959/master
Totally stuck and don't know what the answer is. My site has been live for years and now I can't get it back up.
