sudo: systemd-sysusers: command not found (ADB: udev rules)

I after an unsuccessful attempt to set up LineageOS on my Samsung months ago, I am trying again. Using instructions for setting up udev rules found here: https://github.com/M0Rf30/android-udev-rules#installation I ran into an error right away.
after entering:
sudo mkdir -p /usr/lib/sysusers.d/ && sudo cp android-udev.conf /usr/lib/sysusers.d/
sudo systemd-sysusers # (1)
I get the following error:
sudo: systemd-sysusers: command not found
What am I missing?
