Is it possible to use a windows install on a hard disk or something (windows 8) to get required data to run windows apps on linux (kubuntu 18.10) somewhat natively?

It's probably not impossible, but sounds like a somewhat unnatural way to do it, ... "or something".

I mean, i want it to use the libraries and the proprietary dlls to support the installation and running of windows programs. Perhaps something i can add to wine.

It sounds like exactly what Wine does. If you are trying to add on to Wine's functionality, then it's a good question for Wine developers (instead of us).
