Ubuntu Install / Live Crashes at Intel_Pstate Driver Intialization

Ubuntu Install / Live Crashes at Intel_Pstate Driver Intialization.
I've tried intel_pstate=disable, nomodeset, noacpi, acpi=off...nothing seems to work.
Tried all sorts of bios settings, etc.
I7 2700K, Vega 56, 16gb DDR3.
Any help would be appreciated, thanks.

which version and type of Ubuntu? server, desktop, xubuntu, lubuntu,...? 18.04 18.10, ...? And do you know which kernel version?

Ubuntu 18.04.2 or 18.1, willing to try other installs if I can get past that driver issue, desktop version
