Script in scripts directory does not execute when computer returns from sleeping

I put a script in home/andy/scripts. The readme in that directory says



Scripts placed in this folder will be executed on restore. 


The script does not execute when my computer returns from sleeping.



Does restore refer to my computer returning from sleep mode or something else?

    There is no specification or anything I know of about ~/scripts or anything that would relate this location to the system power state. I would assume you created or downloaded that folder yourself at some time and forgot about it?
