How to set a keyboard shortcut for toggling 'mouse keys' on/off in universal access, 18.04?
Unfortunately this is not one of the default keyboard shortcuts than can be set with a command in 18.04.

the commands those controls this toggling from command line are
gsettings set org.gnome.desktop.a11y.keyboard mousekeys-enable true
gsettings set org.gnome.desktop.a11y.keyboard mousekeys-enable false
you can make a script for toggling of them like below.
i named it like Mouse Keys Toggling MKT.sh
and stored on Desktop.
#!/bin/bash
key="org.gnome.desktop.a11y.keyboard mousekeys-enable"
current=$(gsettings get $key)
if [ "$current" == "true" ]; then
gsettings set $key false
else
gsettings set $key true
fi
so for toggling i have to use /bin/bash ~/Desktop/MKT.sh
now i will set custom shortcut for it as i wish.
Make the MKT.sh
scrit executable bychmod +x /home/user-name/Desktop/MKT.sh
#replace user-name
with yours.
go to keyboards, add new short cut anything you wish.

To clarify In the Add Custom Shortcut Command field the command line should read
/home/user-name/Desktop/MKT.sh
The animations are great at making the steps clear. But it took a bit of peering to see that that command line was not the same as
/bin/bash ~/Desktop/MKT.sh
command used in terminal which I mistakenly copied into the the shortcut key Command field.
Also good idea to scan down the shortcut list to ensure the combination you pick does not conflict with or disable another shortcut function accidentally.
Excellent and clear presentation of what I needed to do and see to give me both the numeric function and mouse keys.
